Louisa was born on 12 Apr 1835 in Chester County, PA. She was the fourth of thirteen children born to William Blair and Orpha Martin. Louisa's mother was born and raised a Quaker, but was excommunicated from the church for marrying outside of her religion. Louisa's father was an Episcopalian. Louisa married Reubon Marker about 1856 in Chester County, Pennsylvania.

She was the mother of nine children: Mary E. (Wallace L) Payne, Sarah Jane (Alexander) Lynn, Addie Mae (1st Addison Wood, 2nd James Bates), John William (Marion Harrison), Dora F (1st ? Porter, 2nd James Bates), Esther (Henry) Witzel, James Grant (Cora Ruggles), Augusta (1st Frank Gray, 2nd Samuel Taylor), and Harry E. (Barbara Lenz).

Louisa and Reuben lived in Ogle County, Illinois until 1878, moved to Floyd County, Iowa and lived there until 1887 after which they moved to Dawes County, Nebraska where Louisa died on 14 Apr 1893.
